library.php in the WA_CMS directory causing 503 service not available errors

None of the files were changed and they have been running for years. Last week we got a 503 error Service not available. Host company said it was because of my files. So I wiped the site and reuploaded it from my HD. Same error. As it was uploading I kept refreshing until it reached the WA_CMS folder. Few files in this folder so I enabled them 1 at a time. Discovered that it was the library.php file. If I rename the library.php to BROKENlibrary.php the 503 error goes away but it won't load the content, of course.

I really need to get this to php 7 and mysqli but don't know where to start. What is your suggestion or do you have a tutorial??????
