The message from paypal is: "Account is restricted" error: 10002
This could be a problem with the account settings on paypal. I'd try contacting paypal support to see if they can provide more information. I found reference to the error here: https://www.paypal.com/us/smarthelp/article/why-did-i-get-api-error-code-10002-ts1030
and it says:
These errors occur because the credentials are incorrect or invalid. Make sure they're entered correctly and, if possible, try again. For help resolving this issue or others, visit PayPal's Contact Customer Service page.
