I am getting an error with my security rule to require the user to be logged in to access page

I am getting an error with my security rule to require the user to be logged in to access page

Page URL and FTP are in private message.
Add listing page and Helper files and log in page are attached.
Screenshots of the Security Assist Access Rules Manager and notes are on the PDF.
I attempted with just logged in rule and also with not logged in using <>

I see there is a check box 'based on MYSLQi log in status'. Is this a simple option I am overlooking? There is a select menu underneath that box but nothing is available to select on my screen.

This is the error message:
