Security applied but not working

I'm running into a problem on the login page. I thought it might be a small password, but that wasn't it. I then tried to do the forgot password thing with my email and it did not send one to me. For some reason, the form does not recognize that the password has been inserted. Should the login page have the rule logged in to administrators? That was created automatically by the wizard.
Also, although I have applied the security assist pages manager to these pages, I can still access all pages without being logged either as the admin or the user.
