Russian Localization

Well, I had similar problems with Russian, Czech and some Polish characters.
I don't know why UTF-8 never works with php - mysql, although you set everything to UTF-8. I had to put SET NAMES after the lines of my connection script.

I added these lines at the bottom of the Dreamweaver "Connections" php script:

# HTTP="true"
$hostname_db = "localhost";
$database_db = "mydatabase";
$username_db = "user";
$password_db = "password";
$db = mysql_pconnect($hostname_db, $username_db, $password_db) or trigger_error(mysql_error(),E_USER_ERROR);
$result0 = mysql_query('SET NAMES utf8');
if (!$result0) {
die('Invalid Request: ' . mysql_error());
}
?>

This always worked for me
