Databridge 235 not installing

I have just bought and downloaded databridge 235. Have tried using all four of the extension managers on your recommended installation page.
It will install with none of them.
I am using the very latest Dreamweaver in CC. Have restarted PC several times. Have opened up Task Manager and "stopped" all Adobe processes, also no joy. Tried several other tricks. Only message I can see is a barely legible one in the PV installer that says that certain js files will not load.
Apart from that, nothing and no joy.

UPDATE: Found another message in which it was recommended to use the command line. The "ExManCMD.exe" command came back "not recognized".
