Links again!

Dear Mr. or Mrs.
At first I have little experience with web designing. I made a static website, the layout works fine. I work with DW.CS4 and XP-pro (SP3). But developing a nice menu was to high for me. Therefore I bought menuwriter ( vs. 1), but unfortunately the links don't work.
I read in the posting from Michaelf0199272 (08-01-2009) and the response from Jason Byrnes, that it is not possible to check the links on my local computer!
I find this a bit strange, but oke, I have to deal with this.
It is not possible for me to test on a real webserver, because our website is located there and when I remove this, the new webpage should function directly!
Therefore I installed Wamp server on my local computer, as Jason Byrnes advised.
Is there anybody who can advise me how to test my new webpage with this server. Any help or suggestions I would apreciate very much!

Another guestion: When I upgrade to version 2, is it then perhaps possible to check my links on my local computer?

I hope someone can help me. Thanks anyway. Greeting from Jan-Theo from the Netherlands.
