Package Quantity

I'm using the eCart extension in Dreamweaver CS3 on a Mac to create a shopping cart system for a web site selling honey. All working beautifully, but I've hit a snag with our local post company (Australia Post) calculating a value for a shipment if the Package Weight is over 20kgs. It doesn't want to do it. Anything under is fine, but if it's over the shipping failure page reports a weight error.

I've tried altering the Package Quantity to calculate the ceiling value of the total weight divided by 20kgs. I'm working in grams so the calculation is ceil($eCart1->DisplayInfo("TotalWeight") / 20000). Assuming the resulting calculation is incorrect I've also tried using a value of 2, but for when the total weight is over 20kgs it just can't get past the shipping failure page.

In the above circumstance should I be using "One package for the entire order" or "One package per item purchased"? Once again, I've tried both calculations, but it still results in a weight error (only when the order is over 20kgs).

What have I done wrong? What should I be doing?
