It could be a hacker making too many requests to that page. Perhaps they found a security hole and are trying to use that page to send spam messages.

I'm not sure why your contact page has a recordset on it to begin with. Are you sure that is the page causing the problem? Please attach a copy of that page and I'll take a look.
