A site map is a page that is presented to the people visiting your site, it is a central place to link to all of the pages in your site.

The No Index and No Follow meta tags are used to tell search engine spiders not to index a certain page or follow links on that page.

If you do not want spiders to index or follow a page, you need to include those meta tags regardless of the site map.
