HTML Editor is the new incarnation of what IRite was... so no, it is not like Adobe Contribute... but there is no specific application designated, so essentially, you could use its functionality for whatever you have programmed. In other words, it will allow you to quickly add a WYSIWYG editor to any web page... how you choose to use it from there is up to you.
So it could be used to update the content that is stored in a database or it could be used to update content on a flat file instance (which would probably be the closest thing to Contribute). Overall, though, this is a major update to iRite (so it will be applied almost the same way) but now will have the latest version of FCKeditor, as well as, a file browser making it easier to upload and edit images.
