CSS Sculptor Layout has gone wrong

Well I use DW CSS5.5 and as you would know, from within the 'div' you can drag a pointer to the file, in this case footer.ssi and it should automatically 'link', but for some reason it doesn't work.

I'll have a play, and see what happens,
