You do not need to have Validation Toolkit installed to modify the validations on the form. The validations are built into CSS Form Builder. You can edit what type of validation is applied by clicking the edit button in the Choose a Form section. If you already have the form applied, you can select the form and in the properties inspector click on the edit contents button. In this wizard, select the group that you want to edit and click the edit button. On this page the different form elements will be listed and what kind of validation they have applied. If you want to change one of these, select the form element and in the bottom left corner of the wizard, there should be a dropdown for you to select a different validation to apply.
When applying a form, there are two different types of validation that are applied: client side (using Dreamweaver Spry elements) and server side (using our own validation code). You can specify which types you want applied by clicking on the edit button under Choose a design or if you have the form applied already, you can select the form and click the edit design button in the properties inspector. When on this page, select Validations from the drop down menu and there are checkboxes for client and server under type. If it is checked, that type of validation will be applied.
If you have a form of your own that you have created, Form Builder should be able to recognize the form and you should be able to modify the form using Form Builder. You can also apply validations to the form by going to the menu: Insert->WebAssist->CSS Form Builder->Client/Server Validation.
