Request Entity Too Large

i keep getting error as such when i try uploading image:

Request Entity Too Large

The requested resource
/admin/edit-post.php
does not allow request data with GET requests, or the amount of data provided in the request exceeds the capacity limit.
Additionally, a 413 Request Entity Too Large error was encountered while trying to use an ErrorDocument to handle the request.

my php.ini contains this:
post_max_size = 60M;
upload_max_filesize 30M;
memory_limit = 90M;
