How not to charge shipping on a product in PowerStore 3

Please provide steps to reproduce and I'll look into it further.

See the attached jpg. I was for the product: Inductee Dinner and Ceremony. I went in this morning to test the cart and it was going to charge me then, but not it did not show up for me either. I did open the product and resaved it after I tested it this morning. I did not test it after that, so maybe that changed something???
