Need Help with Copy Security Features to existing Forms

My Question

I am copying the security features to my existing form I have created in DW-8, The page and current form is not PHP, the extension is .html so I changed the page extension to .php.

Then I tested it by putting in a in-correct security number and hit submit and it sends the form anyway when it should not.

Can you tell me where I may have did something wrong with copying and pasting the code in your PDF instructions "How To Copy Security Features to my existing Form"

Or does "existing Form" assume that your form is written in PHP? My form is not, it was created in DW-8 to work with formmail.pl
