It looks like a recordset loop creating tags... you should be able to do that with the recordset and repeated region server behaviors.
It looks like it also strips the html out of the content, which php can do with strip_tags() and encodes special characters after that which you could use htmlentities() for.
Then you can use the php date() function to get the pieces of the date that it uses in the xml.
