Mysql Connection Dreamweaver godaddy error 2013

I have done websites before and never had a problem with connecting to a database, especially with GoDaddy. This time, I honestly don't know what my problem is. I have programmed a site for my client locally and everything works fine, and now it's time to switch over to the real host. FTP works great, files up, everything loading BUT the database just will not connect. I have the correct IP address with port 21, the same username for FTP and password, and I even know the name of the database, but when I hit test in dreamweaver I get the error MYSQL error 2013 "Lost connection to mysql server at 'reading initial communication packet' System error 0" I can't figure out what's wrong and I have searched the web for the answer, even called GoDaddy to see if maybe something in the settings were off. ANY help would be appreciated because I'm at my last nerve for this problem. Thank you (:
