No hidden form elements should be needed for eCart 6. That was just for paypal standard buttons, which has been replaced by Express Checkout in eCart 6.

Does tax show in the cart before sending to paypal? I think it is probably an issue with the tax rule in the cart in your case that needs to be corrected and not associated with how it is sent to paypal.
