You can try renaming your user's configuration folder.

Open windows explorer and type in: %appdata%

Then browse to: Adobe/Dreamweaver CS5.5/en_us

Rename the Configuration folder to Configuration_bad

That will effectively remove all extensions and restore Dreamweaver to default functionality. Then try starting Dreamweaver. If it still won't start, then you will have to reinstall Dreamweaver.
