I've done that a couple of times, but that requires a lot hand coding.
You would have to declare your own variable, let's say "$MyNumberOfRecords", which you could set as value of a form field or an option for a select menu and assign that to the "$maxRows_WADANameOfYourRecordset" in the DB generated php code.
Then you add a simple form containing that form field or menu and a submit button.
In your case (Export all data to Excel) it would be easiest to add a link to a copy of your list page, that just displays all records...
