I could not reproduce on the insert page by typing content into the HTML Editor instance.
on the update page, if i remove the existing content then start typing into the HTML Editor area, it also doesn't use the Div tags.
It seems like you are copying content from word and pasting it in?
For that you need to use the past from word function. I edited the toolbar for the insert and update page to include the source button and also the paste from word button.
when copying content from work, use the paste from word button to clean the word formatting.
Moving forward it would probably be a good idea to upgrade to Data Bridge which uses a newer version of CKEditor. the version you have, FCKEditor 2 has been deprecated for a while now.
