Dreamweaver and php pages

When I created my Registration and LogIn pages, Dreamweaver insisted that I have a php page open before I could create a database connection.

So I simply created a "Untitled-1.php" page and saved it. Now I'm trying to get things organized so that I can set up my Registration and LogIn Redirects... and so I don't want to have to edit names later. Why does Dreamweaver insist on there being an open php page when it doesn't seem to do a thing to it? After creating all of the Registration and LogIn pages, can that first php page be deleted?

My site's home page will be index.html where one will either go Register, or go LogIn. With a successful LogIn they'll be redirected to a different html page that would normally look like a home page, with info, links, etc.

I guess what I'm asking is, how would you set things up?... What's the standard practice?
