EU VAT changes 2015

Is there an update to ecart or has anyone a good tutorial about EU VAT compliance?
http://ec.europa.eu/taxation_customs/taxation/vat/how_vat_works/telecom/index_en.htm#qanda

I mainly look for the following features:

- A way to know the Customers Country and calculating the according tax
Dave posted a good example cart rule, but with the current tax situation it needs to calculate the tax according the customers country:

- B2B VAT number checking
