Cannot modify header information

I am testing the checkout page. It looks like it pulled up the confirm.php page because that is at the top of the page which has an error (see attachment). I am getting that Cannot modify Header information error. I read the other posts and it said something about the ecart code being in the html part of the page instead of in the header. Does this mean that my cursor happened to be on my page when I started the wizard? How does that happen? How do I fix that?

The first error has an expected colon. I will check my code for that.

The wizard created these pages. I noticed that it only created 4 pages this time. It did not create the "pp_..." pages, though I did not deselect them in the wizard. What makes them get created or not get created? The wizard determined I didn't need them?
