meta tags with CMS

I created a php/sql db site using the site builder and included the pages in CMS which auto generated the CMS db. I noticed that the meta info is also generated but those do not show up as an area to be edited through the CMS but there is a link name page optimization that will allow access to the meta info. But then when I add a new page and go into the admin panel to create a new Content page for that same site there is no optimize link. It appears that I have to add the meta content through the cms admin page and it shows up on the menu like any other part of the page content.

Is that how it is designed to work or am I doing something incorrectly or is there a way to create the new pages to include the optimization link and auto create the db entries for the meta tags
