Problems Using 'Security Assist / Show region

I am wanting to use the 'show region' behaviour to show Table Data / hide 'Table empty message'. The Data in the table is using a recordset that is filtered by a session variable so it only shows the records of the person logged in. The table of data is enquiries made by the user/member/person logged in. I have a message above the table saying "You do not currently have any active enquiries" which I want showing, only if there is no records/enquiries in the database. I also want the table that displays the data to be hidden if there is no records/enquiries in the database.

I have tried all sorts of combinations with the access rules but I just can't get this to work!

Any pointers please!
