CHECKOUT PAGE 404 ERROR SAYS CANT FIND URL LOCAL SERVER

I'm going to use both credit cards and paypal, I do have a paypal account and put the credentials it needs but paypal will be an option for payment only.
What stops my checkout form allowing me to fill in the billing portion of its form? I Have not uploaded this to my remote server i'm still in the building stage. I do have a paypal button on my remote site of which i'm selling gift cards with. I do have plans to offer much more than gift cards and so thats the reason for the ecart application. Sorry if I miscommunicated its on my test server setup.
