ecart not calcutaing shipping and page resfresh is not working correctly.

In our ecart when a customer tries to purchase something, it is not calculating (or including) shipping or tax. It just sends them to authorize.net to pay for the transaction (which also does not include shipping and sales tax).

It seems like the UPS API is not being called, and lets them bypass the shipping fees. Also, the page where you enter in your billing and shipping information is program to refresh after entering your information in, but it keeps part of the old page (like the words Billing and Shipping) and overlaps them on the new page. Also there is a button (which does not work) that should not appear on the page on the bottom). Here is the link to the site. Just add anything to the cart, and proceed to checkout and you will see what I am describing.

I think part of the problem is the Javascript used to refresh the page (on the checkout page) and the UPS API.
