Getting error on Restrict Access to Page

OK, I restarted, deleted the cache file again, and still the error is there.

One question: in my Adobe folder, I have a Dreamweaver CC folder and a Dreamweaver CC 2014 folder. The CC 2014 folder has the later date, but when I look through its Configuration folder, I do not see the cache.dat file. There are 11 other folders inside that Configuration folder and I've looked through each one and don't see it.

However in the DW CC folder, I open the Configuration folder and there the cache.dat file is, at the very bottom of the list. That's the one I'm deleting.
