I can not install ANY WA extensions - Extension Manager prob

I see this:
Macromedia Extension Manager
Can not update a file
The Extension will not be installed

I have a new laptop, I have tried to re-install all WA extensions.
I have WinXPPro.
I have Administrator priveledges, and I am not technical.

I have reinstalled 2 times Dreamweaver 8 and Extension Manager 1.7.

I have done this several times:
"Try deleting your winfilecache. Here's a thread that has a good explanation of this:
http://www.webassist.com/forums/showthread.php?t=1589"

Any clear help would be really appreciated.

Brian
