the error saying that there are insufficient privileges to create tables usually happens a s a result of a problem in the site settings for the testing server.
It is almost always a problem with the webURL and the root directory settings.
make sure that the Web URL is a valid URL for the testing server.
In some cases when using a remote FTP connection to the server, you may need to set the root directory to point to /httpdocs or another folder to get the http site root on the server.
double check the testing server settings for the site definition.
