PayPal Transaction Error for Non-Registered Customers

I received a phone call from a customer who could not complete an order on my website. When she went from my website to PayPal, the customer data was not following her. It turns out she was placing the order as a guest and not as a registered customer. I thought it was odd and tried it myself, sure enough, the information is not being passed through to PayPal. Do I need to set a feature in PayPal to let a customer enter a transaction as a guest or is there something in Cafe' Commerce I don't have triggered to pass that information on? Is there something in Cafe' Commerce I can turn off or on to make it a requirement for each order to be placed only by a registered customer? That would be easiest I think. Thanks for the help!
