SA Show If (Logged into users) Not Passing UserLevel

On certain pages, I am inserting SA Show If behaviors using the rule (Logged into users), so users can see that they are currently logged in. My "Logged into users" rule is currently setup to allow access to certain user-levels. These user-levels are organized in a group. The rule is configured to access this group to verify and authenticate the correct users.

Well, when I am logged in and begin accessing pages with the Show If behaviors, the behaviors are working fine, but the user session does not appear to be passing the user's user-level. I noticed this when I was attempting to add items to the shopping cart. The cart was showing the correct items, but was not showing applicable discounts based on my user-level.

I should note that I have added discounts to my eCart and have tested them and they were working fine prior to adding in the show if behaviors. I would think that when a user is logged in and they wish to view their cart, the cart should show any discounts they are eligible for - right? In this case, the cart is not showing the discount which my user-level should have triggered.

Are the show if behaviors causing a problem?

I have added some file to assist with your review. The workshops.php file contains the show if behaviors.
