No, you cannot import a menu created in photo shop into menu writer.

you can use photo shop to create image slices for the menu pieces.

Look at it this way:

if you create a menu that has 4 top level items:
Home | Products | About | Support

and you set each of these top level menu items to be 200px wide x 40px high. you would create an image that is 2px wide x 40px high that is used as the background for each of the top level menu items.

In the images, use the colors you would like for your menu. in menu writer add that iamge as the background for the top level on the a tag, and set the repeat to repeat-x that will repeat the 2px wide image across the entire width of the a tag.
