User Update country field not working

User Update country field not working

Hi! I am seeking help with one form field on the User Update page. I have found the is no closing spry validation code and this or something similar should be within the page:
var User_Update_group_11_Country = new Spry.Widget.ValidationSelect("User_Update_group_11_Country", "none", {validateOn:["blur"]});

When I attempt to add it manually, the Spry Select properties tell me the spry structure appears to be damaged. Can you take a look at it with and without the code? Maybe you can see what is missing.

It will not allow anyone out of the country US to update correctly. It is automatically selecting United States and won't allow any change.
