After installing Data Bridge in the extension manager, when you open DW it should launch the WebAssist installer. It sounds like the WebAssist installer did not run.

try:
-Close DW
-In the extension manager, uninstall Data Bridge, then install it again.
-Open DW, the WebAssist installer should run, if not, open a php page to force it to start. Once the WA installer completes, make sure to restart DW.
