How to hide an empty repeat region upon the display of a show if region

I would like the repeat region (if it returns empty) to be replaced or hidden upon the display of the show if region.

I have created a security assist rule which returns the show if behavior through the use of an URL Variable (i.e., blog_categories.php?CatID=13&updated=true)

Well, the variable is working and the show region displays correctly. However, the empty repeat region displays with sections showing no data where dynamic data used to be. I am uncertain if I must create a new security assist rule which hides the repeat region if empty or make any further modifications to existing rules or code.
