Selecting PayPal as payment type - billing address (blank) being shown on page?

Do the Billing and Shipping address sections need to be on top of each other in order to function correctly?

I felt this was taking up too much of the page so I moved them to a side-by-side layout and it works great when someone chooses to pay by card however when you select PayPal as the payment option, the billing address section is still displayed even though it's blank. Curiously, it does still display the country code though.

Add to basket, click checkout, select PayPal as payment type, enter shipping address click "Continue". You'll need to look quickly because, obviously, it jumps out to PayPal but I'd like it hidden if at all possible because it's not required when PayPal is selected.
