Set Form from Cookie not working?

I've set up a registration form and I'd like the users details to be saved when they submit the form and are then directed back to it because they've failed the validation. I set the "Store Form to Cookie" behaviour to trigger onmouseover of the forms submit button and set the "Set Form from Cookie" behaviour to trigger onload in the body tag but it's not remembering the form details.

I should add that this is an INSERT form and also has Server Validation set to trigger on submit of the form button...I was wondering if all three behaviours were conflicting in any way?
