Yes, it does. I created a new page using CSS Sculptor and set it up with a repeating table. When I opened it in Safari, one of the words looked like this "F��e".
When I switched the charset to "charset=ISO-8859-1" the word displayed correctly "Füße".
I still think, CSS Sculptor should generate pages with the correct charset, I mean with one set up for other languages.
