Setup the shopping cart to update shipping costs

Setup the shopping cart to update shipping costs

How do we set up the shopping cart to update shipping costs? After a product is added and the user has been to the confirm page and viewed the cost of the shipping, if that user returns and changes the quantity or adds another product, the shipping charge does not change. This leaves the user with the impression the shipping charges have not changed... until they continue to checkout. A bit confusing to the user when they expect the shipping to change in the cart.

How can the shopping cart be configured to automatically update shipping charges when updating the cart?
