on the registration page, you have the Access Restriction applied to allow "Logged in to users". If the access fails it is set to redirect to the Login page.

On the login page, you also have the access restricted to use "logged into users". if acccess fails, it is set to redirect to the login page.

This is the cause of the endless loop.

both the login and registration pages should not have any access restriction applied.

If the user is not yet logged in, you want to allow them to either register or login.

using the logged into users access rule on the login and registration pages is circular logic. a new user will never be able to access those pages since they will need to log in before they can either register or login....

which came first? Registration? Login? debate... ;)

Why did the login page cross the road?

it needed to register the chicken ;)

Page access rules should only be applied to pages that should only be accessed after the registration or login process.
