double check that the local MySQL Server is turned on, with XAMPP, if you don't enable apache and MySQL as services, they will need to be started manually each time you restart the computer.

also double check the PowerStoreConnection.php file and make sure the correct details for connecting to the Local MySQL Server are entered.
