Emails after multiple record update only sending one email to first recipient

I've got a plugin that updates multiple records. I want it to then send an email to each person who has had their record updated. The email behaviour isn't working correctly as if I update multiple records (which does work correctly) only a single email is sent and that's only ever sent to whoever is the first person in the first record that gets updated.

I've attached the page for this, which I am using as a plugin. The recipient email addresses are being pulled from a recordset and I know this information is correct as I have the email address for each record displayed on the page.

This is the last hurdle I need to overcome and I can't figure out where I have gone wrong???
