Fed Ex "No Packages to Ship" issue

Hey Jason, I'm revisiting this issue after a layoff. I started from scratch and used the new(est) power store 4.5.3 I believe it is.

I am still getting the No Packages to Ship error as seen below. I have weights 1 pound and above on every item and have tested out on several items. I have verified that I am hitting the correct production server
$FedEx_Server = "https://ws.fedex.com:443/web-services";
in both the
WA_eCart_FedEx_PHP
and
WA_eCart_FedEx_v10_PHP
files and Fed Ex confirms that they are seeing all of the correct order info on their production server. I'm not sure what to check next.
One thing I have noted and am not sure this has anything to do with it. The database stores the weight as X.XX (float 12,2) not sure if this is worth mentioning.
