Issue with sessions and SSL

The following pages uses sessions to make sure the user is logged in (SecurityAssist) and then a record set to populate form data and finally DataAssist to insert a record into a table. This works fantastic on a regular http:// URL but when I reference the URL using HTTPS, peform an insert and then the script access the $insertGoTo portion of the script (it returns to itself to enter another record) it totally freezes up and timeout. I get a 500 Internal Server Error and when I dig down into the PHP error log it simply says: [19-Jul-2013 12:58:32 America/New_York] PHP Fatal error: Maximum execution time of 30 seconds exceeded in C:\Program Files\Apache Software Foundation\Apache2.2\htdocs\htmobile\tech_hca_parts.php on line 4 with Line 4 being the closing bracket for session_start function. That is the extent of what I can find. Any ideas? Attached is the file.
