HTML editor is "missing" from Power CMS admin area

Jason, I created the tables manually, using the Power CMS script, and then I copied my local wa_settings table up to the server, and now I can log in and bypass the install screen step 4 of 5. However, I'm still not sure why I get stuck on this step, after I set up a site locally first.

Does this sound familiar to you at all? Does it have something to do with the .htaccess file in the kfm/themes directory? I thought you had me delete that file for some reason on another site, but I can't remember why. Do you remember why?
