problem php within mail body

Hi I'm trying to send an email which has php echo statements but on arrival the code has not actioned. Items from the record set will place in the email body but not when modified by php. In particular I'm trying to deal with dates to make reading easier for the recipient. The php statement function fine on a php page so it does not seem to be a matter of programming. Am attaching the waue file please see lines 61 and 181 for examples.
