on the page you sent a link to, it is the large image that is not being resized as far as I can tell.

The original is 400 x 527

in image resizer, you have the option "Resize Images smaller than specified dimensions" unchecked. The image tag is set to 400px width.

since it is already 400 pixels wide, it does not need resizing. Only if you check the "Resize Images smaller than specified dimensions" option would the image be resized.
